THE PASSENGER TRANSPORT OPTION

In most rural counties this amounts to some form of the ‘string vest’ policy which involves:

ensuring a basic inter-town network of good quality transport provision by supplementing, where necessary, commercially viable train and scheduled bus services (the ‘string’); and

complementing that provision with a multiplicity of imaginative and, as far as possible, cost-effective services to plug the ‘holes’. These latter services frequently include explicitly subsidised scheduled bus services; ring-and-ride services which reap some of the economies of scale of buses together with the flexibility and customer-responsiveness of taxis; community buses and social car schemes with their heavy reliance on volunteer input; minibuses provided by charities and the caring agencies; postbuses and those school buses which permit passenger transport as an add-on to their principal mission; and a variety of car share and car pool services. The list is a long one and the guiding principles are responsiveness to need and lateral thinking.
